 TIV wants:

 An end to corruption.

More active & responsible citizens.

Transparent decision making.

Accountable leaders.

Vanuatu’s people to know how their country is governed.

Vanuatu Government resources used to benefit all Vanuatu citizens.

Responsible private enterprise.

A coalition of all people to fight bribery & corruption.

Focus areas:

TIV has been raising awareness on good governance and corruption among members of society through Civic Education at schools, workshops and publications in the media.

By working together with other NGOs, Government Departments and citizens, TIV is building a coalition against corruption. TIV is working with a number of organizations (including VNCW, VWC, VANGO and RRRT, USP), and is involved in liaising with parliamentarians and publishing reports in the media.

Media development is an important vehicle for bringing about change and TIV is actively pursuing issues pertaining to corruption and civics in the media. TIV has a dedicated media team responsible for monitoring the media and writing reports.

Expertise:

The Awareness Workshops run throughout Vanuatu have provided citizens with knowledge about governance and active citizenship, which was desperately needed. Since access to information is very limited to the rural population, many of the issues of corruption had not previously been heard. Throughout the workshops, TIV refined their skills and evaluated the effectiveness of each workshop. It is expected that participants returned to their communities and carried out community awareness about good governance. TIV prepared and distributed civics booklets to the community.

From evaluation surveys conducted, TIV became aware of the need to take into consideration the level of previous education attained by participants. Our aim was to identify participants who may then help to inform others in the community.

Activities and Projects:

Top five activities:

1.Awareness Workshops with Provincial Authorities ( NZ High commission funding)

2.Media Project with  Vanuatu journalist Association, MAV  (NZ High commission funding)

3. Civic Education at school with the Ministry of Education.

4.Governance Profile with other NGOs

5.Advisory, Representative and Supervisory role in the community (Press release)

6.Savenaca Siwatibau (USP) Memorial Lecture by Peter Masi  (TI New Zealand funding)

Countries and Scope of the activities:

1. Awareness Workshops on Civic Education: We have prepared this program to follow a Civic Education book that we produced and published in 2004. We translated the book into Bislama (pidgin English) to reach a maximum of people, and we base our workshops on the book. We started in one Vanuatu’s islands in the south, and last year we extended this project to reach the Areas Secretaries of all 6 provinces of Vanuatu (219 participants). Following numerous requests, we wrote a bigger project to extend the workshop to the 61 areas of Vanuatu. This has been accepted and funding approved by the UNDF. This project will be starting soon and will reach more than 1800 people.

2. Civic Education at school: In 2004, we produced a Civic Education book for students in grade 6 & 7 in French and in English. At this time, Civic education was also introduced in Social Science program for Secondary school.

In 2007, with the expertise of the Ministry of Education and the funding of UNDP, we plan to establish a full civics education curriculum from year 1 to year 13. This will mean that all students in Vanuatu will become responsible citizens and part of the peace building process.

3. We are also planning to have a workshop on Conflict Resolution with the Chiefs as they are the key leaders in most of the conflict resolution process.

We are ready to share our experience with any interested country.
